For PS3 and 360, I assume Vimm is waiting until sometime after the PSN and Xbox Live services shut down for those consoles. In the meantime, there's NoPayStation for PSN, and 360 content can be found on the Internet Archive as well as copies of the PSN content.
The OG Xbox Live has been down for years, so I'm surprised there hasn't been a vault for that yet like there was for WiiWare, but DSiWare isn't here yet either so I think non-physical content just isn't a priority. OG Xbox stuff can be found on the Internet Archive as well, although it's a bit tricky to find, so I'll post some links here:

As for the Wii, all the WiiWare is in its own vault, and the few Wii games to offer DLC did so in their own weird proprietary ways which are all kind of finicky to get working these days, but you can check out the GBATemp forums for help getting that working.

With online services being pulled I think having a place here for people to get the DLC to go along with the games would be sweet. Not just for X360 but PS3, OG Xbox, Wii
