Yes, 7 gigabytes was not even particularly large for 2008. GTA IV, which came out in the same year, was infamous for taking up more than 30 GB on PC. Today, 30 GB is small for a triple-A PC game. Baldur's Gate 3 takes up 150 GB on PC.
Wii games are burned on DVDs which can be up to 8.5 GB in size. The Wii U uses Blu-Ray discs which can store up to 25 GB of data, and Smash 4 for the Wii U uses the whole disc. Sakurai was actually worried when he started making Smash Ultimate that he wouldn't have enough storage space for the game, since the original Switch cartridges held less data than a Wii U disc.
