Yes, you can get shiny pokemon while playing on the emulator. I am not aware of any particularly game-breaking issues with Pokemon games on any of the main emulators out there, so as long as you are using an actively developed emulator and using the most up-to-date version of the emulator you should be fine.
I know it is basically the same game on the emulator as it is on regular ds but I was just wanting to make sure if it is still possible to get shiny Pokémon in the Pokémon games?
