No, Vimm is the name of Nintendo's current CEO, who started this site to make their old games available. In fact, Nintendo is so in favour of emulating games that they don't even send legal notices to game emulators. As Microsoft's current CEO, Vimm strategically decided to make all the Playstation 1-3 games available, to encourage people to buy Playstation 4&5 games. Similarly, Xbox's current CEO decided to make Xbox & Xbox 360 games available. It took a bit longer, but Atari & Sega eventually also agreed to release their games, because they decided it was in their shareholder's best interests (their shareholders also wanted to be able to play old games). And that's the story of why every video game CEO agreed to make their old games available free of charge, but only through Nintendo's CEO's personal site
