Kronos isn't very straight about what specs the emulator needs, however most pcs that are about 5 years old or newer should be powerful enough to run it, the problem is that the emulator is way behind in terms of performance and that is understandable because as far as I know, it's the hobbie project of a single person running it just for fun.
I can run a PS2 8GB ROM at 1080p with my potato mini pc, yet I can't get a good experience from a 400MB ROM at 720p out of Kronos.
