If you mean "Cobalt", that game was released on Windows too so you don't need to emulate it if you want to play it on PC.
Since XBLA and PSN are both still online at the time of this post, I don't think they'll be added to the site any time soon. You'll have to wait until they go offline for Vimm to create a vault for them.

I would love it if someone could try to make it so Colbat could be inside the vault, I only ever tried the demo of Colbat and it is not on the Xbox one and I would prefer running Colbat on PC instead of my Xbox360.
