PlayStation 3 "Every Known Disc" determination?

What exactly was the criteria for this statement? Besides the known missing games that are flagged. It seems like there was a pretty big effort to get ALL the physical games including regional variants. It only took me a few minutes to find 4 regional variants missing from Redump and Vimms(I'm sure there is more), so I'm curious if I'm just over complicating the intent.
