The problem is that game was unreleased, meaning very few copies exist in the wild. The Vault bases its disc database on the Redump project, which will not admit a disc dump that hasn't been verified by comparing it to at least one other dump of the same game, and since only one copy of the game has ever been leaked onto the Internet, Redump can't include it in its database yet.
I don't know if Vimm does special exceptions for games like this one, but it's not hard to find Smoke and Mirrors elsewhere online.
