MAME is probably going to be your best bet. The members strive for accuracy in the emulation, and the emulator is open-source. So there's probably a good chance that an Android port exists by now.

I'm been trying to play alien vs predator Capcom Arcade version..... Finding the ROM is not a problem... I'm having trouble finding an emulator for Android that'll play it...help please
