i get that too sometimes. try it again after a bit of time and it'll work. usually happens if you download multiple things at the same time, or one after the other.
So I had just gotten a new phone, and went to download a DS ROM, but when I click on download, it takes me to the "downloading in progress" page, but the download never starts
