Verify the SHA1 checksum(s) of the ROM file(s) match those shown at the link (visible by pressing "More" next to the "Verified" text).
On Windows, this can be done in PowerShell with the following command:
get-filehash -algorithm sha1 ""
e.g.
get-filehash -algorithm sha1 "Mortal Kombat Trilogy (USA) (Rev 1) (Track 01).bin"
If the checksums do not match for all the files, your ROM is corrupted and you should try to re-download it. If they do match, it may be an emulation problem.

So i wanted to play mortal kombat trilogy for the ps1 so i downloaded it but when i was selecting my character the screen turned blue and a message saying "CD ERROR" appeared, idk if its the emulator or the ROM
