Are you using a shared network or a VPN? If someone else with the same IP as you is downloading that game you'll get that error.
I was trying to download Disaster Report 3, until Error 429 popped up. "You are actively downloading Call of Duty II: Black Ops for the PS3." I checked my downloads, and I wasn't even downloading anything else at that time. Am I getting hacked?
