it possible to by pass the planning phase to enter the main menu again and press resume plan and get into the mission but yes there flashing due to the emulator. the whole lack of mouse cursor seem be due to it being a dreamcast game.

The game is Tom Clancy's Rainbow Six with Eagle Watch Missions (USA). When you start a mission, the briefing flashes but isn’t game breaking. But when you get to the planning phase, the lack of a “mouse cursor” makes that part of the game unplayable.
Interestingly, I just tested the serial, rogue spear, and it works great so far!
