The Android version, at least, requires it, and for any console after the PS1, the BIOS doubles as a requirement for loading many of the games since it contains data required by them.

The version of Duckstation you can download on Vimm's Lair doesn't require a BIOS... Or at least I never had to download an external BIos for PS1 Duckstation, only had to do itfor the PS2 emulator
