The EU version is already in the vault here: https://vimm.net/vault/79427
If that's the version you have, then there's no need to add it.
If you have the US version, you need to first submit it to Redump for verification. The US version is currently unverified on Redump, which is why there is no option to upload it to Vimm at the moment. Once it has been verified by Redump and Vimm synchronizes its database, then the game will show up as "missing" on the 360 Vault and there will be a button to upload a copy of the game.
