Update: I found that all the Pokemon GBA Roms have been taken down but, the only DS one that was taken down was Black.
Black 2, White, White 2, Heartgold, SoulSilver Diamond, Pearl and Platnium are Still up (As of the day of this post)

Plus, if it really was NoA, then the European and Japanese versions of the games would have stayed up
