To be specific, Vimm has been better than a lot of ROM sites in terms of its accuracy and completeness. Most ROM sites haven't really bothered with making sure the ROMs were known good dumps or with filling out the collection to include every known release. If you want to create another Vimm, you'd have to set out with that specific goal in mind.

There are already many other ROM sites (and P2P file sharing services where people share ROMs). Vimm has never been the only place to get ROMs.
