Yes that totally makes sense. That would incentivize them to release them again. :D
I think one of the most effective types of copyright reform that actually stands to be enacted within a capitalist economy is simply "you only get copyright if you're actively distributing the work". If the rights holders want to take their work out of distribution, then the rest of us should be allowed to distribute it. It's not hurting their profits, they're not even selling it.
