Sorry, I wrote this assuming you're using Dolphin. If you're running on actual hardware, as long as both WADs are from the same region then installing them should work fine. I've heard that if they're from different regions then connecting to the internet and opening the Wii Shop Channel should fix any issues, but I don't know if that works after the Shop Channel servers were taken offline.
Did you go to Tools > Install WAD and install both the game and the DLC file? The DLC can only work if you install both WADs to the emulated NAND, it won't be applied if you're running the game without installing both files first.
