Some of it definitely feels like there might not be as much urgency, since there are a lot of backwards compat 360 titles available right now still (and others able to be played via disc). But, from what I understand, it's also got a pretty tricky infrastructure as well. And yeah, RPCS3 has some pretty consistent development as well.

RPCS3 has been in development for two years longer than Xenia. I don't know how reliable a metric Github commit statistics are for this purpose, but from a cursory glance it would seem RPCS3 has had more consistent development than Xenia as well.
