The PS3 vault doesn't contain PSN games at the moment. The PS3 store isn't down, you can still purchase content via PSN on PS3, although you can't add wallet funds through the console itself anymore. Because the PS3 store isn't down, NoPayStation also works to download games, including Naughty Bear: Panic in Paradise, directly from Sony's servers.
Not sure what the demand for this game is like, but I noticed it's not contained in the PS3 vault; redumps of the game elsewhere seem to suffer from heavy glitches. This PS3 contains an intact copy purchased from the Playstation Store when it was still up.
