That's an XBLA game, the Vault only includes physical releases.
You can find it in any No-Intro mirror (on Myrient, the Internet Archive, and probably other places as well.)
You can also find Hexic HD specifically here, where a user has ripped the Flash files from the game and made it playable via web browser (using either Ruffle or an old copy of the Flash player if you can get it to work):
