It works! Download time was less than 2min for 24MB on a broadband connection.
I think I've finally found the setting responsible for the download timeout. I bumped it up to an hour and was able to download Conker's Bad Fur Day, the largest game (58MB). If that works I'll bump it up some more for dial-up users.
