My guess is because those torrents would eventually die due to lack of seeders. Hosting a file on a main server prevents the link from dying unless the file is taken down by the admin, which I can only assume is much simpler.
You could save a ton of money on bandwidth and not have such long download times if you just used torrents, and then provide links to good torrent clients.
