In The States it's still considered a gray area because there haven't been any cases brought to court over downloading ROMs, no precedent has been set
So until Nintendo/Microsoft/Sony/etc. brings an individual to court over downloading a ROM, I say go for it

I Live in the united states. What are the laws around downloading roms for games that were on the Wii? Is it legal?
