Japanese exclusive games?

Does anyone know what the site stance is on region exclusive games, particularly from Japan? I have a few roms for games that were never translated and never will be and noticed they were not listed on the site. Even weirder is that Mother 3 is available for download even though its a fan translation. I'd be willing to donate the roms myself for what I have, PS1 especially is missing some great rather popular obscure games
