The MGS Legacy Collection originally came with two discs, the first one being MGS4 and the second being a modified MGS HD Collection Disc which contains some digital comics: https://en.wikipedia.org/wiki/Metal_Gear_Solid%3A_The_Legacy_Collection#Content. The ROM in the vault is this second disc, if you are looking for MGS4 you'll just have to download it separately (The one in the vault should be the same one that came in the legacy collection). By the way, RPCS3 shows that it is the HD Collection because this modified version carried the same name as the original.
Now, if you look at the IRD file of the game you just downloaded, note that there are two directories (BDMV and AACS) which contain the digital comics I mentioned. You can use this tool to analyse IRDs: https://github.com/Zarh/ird_tools/releases/tag/0.2

it appears as though the rom listed as Metal gear solid legacy collection mistakenly has the rom for the metal gear solid HD collection (different game), when loaded into emulator, is the right game located anywhere?
