Issue with Paper Mario: TTYD

I've tried 2 different roms for TTYD using the newest stable version of Dolphin, and they both share the same issue. When Yoshi goes to use Gulp, the charging bar flashes full for a moment instead of charging up, and then the move fails. I have dual core turned off. Is something wrong with the rom or on my end? Is there anything I can do to fix it?
