Your best bet is the megathread of roms that Reddit has collected. I will drop a link that has wipeout HD on it as well as the patches that they have put out for it. I haven't personally downloaded their roms before as I typically go through the vault for my roms. I would definitely check r/roms and see if they have any guides that may help.
