Game won't download, downloading from blank page.

I have been trying to download Star Ocean on the SNES, but every single time I try to download the game, it gives me an Error 429 and says "You're currently downloading for the .", downloading for a blank console. this happened to every other system I tried, I couldn't figure out how to fix this, not even restarting my computer fixed the error. and no, canceling the "download" did nothing, it said that it couldn't cancel the download.
