Game is Fragmented?

Good evening. I have a quick question to ask. I downloaded Sly Cooper(the original one)from the PS2 section a couple of nights ago. When I went to go try to start the game up, I kept getting a message saying that the game was fragmented. What exactly does that mean? Is there a way to fix it so the game runs? Thanks in advance for any help and/or advice.
