You might need to go into File Explorer (assuming you're running Windows) and right-click any of your Genesis rom files, choose "Open with" and then "Choose another app". Choose your Genesis emulator instead of Notepad.
Other than that, you can probably just run the emulator first and open rom files from directly within its own File menu, as it should recognize valid Sega games, whereas Windows is going solely by file extension.

They're just Notepad by default.
