No idea aboout DLC, but the update partitions are missing from the ROMs in the Vault. They can be re-added using the NKit utility, but you have to use the "fully loaded" version which actually includes the Wii partitions (https://archive.org/details/NKitFullyLoaded2020429). Download this, then run NKitProcessingApp, drop your .wbfs file into the app, change the mode dropdown to "Recover To ISO" and then press start. The utility will automatically repair the image and add the missing update partition, ultimately producing an ".iso" file which should give good redump matches.
