Pretty sure some file formats for emulation compresses the data making it less. Don't think they had that back then.
As I'm downloading games for PSOne it occurred to me that there are several multi-disk games where the size would actually fit on one standard CD-ROM rather than two. I'm guessing the reason they split it into to CD-Roms was to lesson load times??
