vulkan-1 dll error

so i am trying to play rock band 3 deluxe and i need a ps3 emulator but when i unzip the file from the emulator download (and the official download) it says that "vulkan-1 dll is missing reinstalling this program may fix this"

"bruh playstation 3 emulator nwont work"
