Which system are you trying to play? You mention PS3 and 360 in your original post. PS3 games in the Vault are in JB folder format, which can run on both emulators and original hardware without having to change anything. The 360 Vault has all the games in ISO format, which should also run on both emulators and original hardware without having to change anything. All you need to do is either download and install an emulator, or mod your original hardware to be able to run backup copies.

Emulation:

https://emulation.gametechwiki.com/index.php/RPCS3 (the preferred emu for PS3)
https://emulation.gametechwiki.com/index.php/Xbox_360_emulators
https://emulation.gametechwiki.com/index.php/Xenia (the preferred emu for 360)

Xenia does not require any BIOS or system files to be able to play games. RPCS3 does require PS3 firmware, but it can download that from the official Playstation servers and there is a one-click solution in the software to do that.

Console modding:

If you're not very tech savvy, you will probably have a frustrating time trying to mod your console to run backups. There are people out there who you can pay to mod your console if you want to do so. You cannot run backup copies on stock hardware without modification.
