Multitrack PS1 games

Hello everyone,
I have a quick question about PS1 emulation. I've noticed that some PS1 games are distributed as a file with multiple BIN files with multiple tracks and a single CUE file. My question is how to properly emulate these games. My instinct was to load the CUE file because in my understanding it acts as a table of contents of sorts to the multiple tracks. The thing is that when I load the CUE the game plays without any CD music. I'm not quite sure how to get CD audio working. I know this sounds like a basic question, but any help would be greatly appreciated.
