I believe modification of hardware has been noted as illegal in quite a few countries sadly. Something to do with EULAs that hardware manufacturers make you agree to when you buy it or something. Though I'm no expert so don't take it from me as gospel.
Anyways yeah, I've seen that the PCSX2 mods are REAL strict about this, if there's any sign of a pirated copy then they won't help. I honestly don't blame them - some companies can get real pissy when it comes to emulation and they most likely don't want legal troubles by helping people who have technically pirated games.

If you buy the system or a game, you are within your rights to do with it as you please. That includes dumping a bios, dumping games, and any sort of modification to the hardware. The distribution of copyrighted materials such as the ps2 bios or distribution of backed up copies of your games is technically illegal.
