The main one I have used is "hshop.erista.me". I have not used cia-3ds before, but after a quick look it seems like their games are hosted on GDrive and Mega, so you may run into the issue of some games being missing due to DMCA take downs, or you may reach quota limits for the day. Additionally, it looks like cia-3ds downloads are in password protected rar files, while hshop just downloads the cia file
I'm looking for a website that has 3ds games for Citra emulator.
