My dinky little laptop (HP - 4 gb) handles up to PS2 fairly well. I haven't tried X-Box, as anything I want there seems to also be on the PS2.
I do check them with antiviruses, plural.
As far as I know, there are romfinders that submit the games to Vimm's (don't know how that works).
I suggest you to use a PC exclusively for emulating or gaming, your choice. That way if anything happens, any ransonware of something like that, your only lost will be having to download everything again and configure it.
Today, most really cheap mini pcs or couple of years old laptop will be able to emulate up to Dreamcast, XBOX, PS2 and Wii.
