Probably, although those leaderboards have always been pretty meme-ified. The top 10 downloads section is usually where the actually good games are.
Every single console that has a tennis game has it #1 in the overall ranking, sometimes multiple games of the genre are in the top 10. Is someone botting votes on tennis games?
