I think if you look up a game you really want a ROM website will be there for it. That's what I did before I found this website... and before it got DMCA'd. Sucks that I might have to go back to that, but reality is never what you typically wish for. Compromises must be made sometimes...

Personally I've rarely used anything other than Vimm's for ROMs, but there are several other sites.
A few years ago, before Vimm hosted Japanese titles, I would search other sites (including various Torrent sites) for such ROMs, but none ever felt as safe and reliable as Vimm's...
I could name a few other sites but since I have no idea if they're actually safe I'll leave that to someone with more knowledge than me.
Also I'd just like to add that I don't think we need to get all "doomsday is coming" about this DMCA situation, but your question is fair in case you are looking for some of the games that were taken down.
