No site is exempt from this law unless it's hosted in some place like North Korea that doesn't abide by international copyright law. But not all sites get DMCA takedown requests, and not all sites comply with them. The ones that don't comply usually end up getting shut down by force, and the ones that don't get the requests in the first place usually have users that don't go around on social media posting links to the site saying "HEY GUYS THIS SITE HAS FREE ROM DOWNLOADS!" Too bad the Delta kiddies did the latter.
What I don't understand is, does this copyright law apply only to vimm.net? Why are other sites exempt from this law?
