You don't need permission to upload it. As long as you have a compatible dump of the game (see Redump.org for instructions on how to create one) then you can upload it.
Its the euro version. but is most likely V1. I bought it as soon as it came out here in Portugal when i was younger. I just finished it on pcsx2. i dumped my copy. Still have the box and manual. If anyone is interested ill upload it. I check up on the site time to time. saw that it was missing
