It seems to have something to do with firewalls and your OS. I've bailed out of Windows altogether when it comes to web browsing. I'm currently using an obsolete version of Ubuntu, and I plan to move on to Linux Mint when there's a large break in projects.

Hmmm I use chrome and I don't seem to be having any issues with downloads.
