I don't think Vimm has ever had much interest in having hacks and mods for games on the site since this place is more about preserving old game libraries and such. But I dunno, could be wrong about that.
That being said, I'm not sure there is such a mod that allows you to like pick and choose the types of pokemon you are able to capture. Though there do exist the randomizer mods that allow you to find an assortment of different ones in each area. There CAN be starter and rare pokemon in that roster.

I'm not usually the kind of person to use hacks in his games but I want to get hacks where I can catch starter Pokémon at the first route of my journey and to get the special event Pokémon. Where can I go to get these?
