DSP HLE is a plugin i had to download it and and it to the folder that has all the .dll of dolphin

You added the DSP HLE File, what does that mean? You should not have added anything, you just change the settings in the emulator
I understand you are not on Linux, but it is possible that audio issue is also present on Windows for some people
It would help if you could take screen shots of all your settings in Dolphin and upload them to imgur.com
