i tried it and im still not getting any files.

Pokemon Emerald is in the folder to the right and it is a .zip file
That folder does not automatically get opened by the emulator, I opened it on my own so you could see the save files that get created in my GBA Games folder every time I select a different save state
Seriously, just create a new folder on your desktop and call it Games.
Then download Pokemon Emerald from vimm and save it in that folder
Then open that folder and you will see only the Pokemon Emerald file, which will be a .zip
Keep that folder open and open the emulator and put the emulator window right beside the Games folder
Then on the emulator click on File in the top left corner, then click Load ROM... a new window will open and then you locate Pokemon Emerald on your desktop in that window
Once the game is loaded, press Shift F10 and click the first box in the save state menu and see if a new file gets created in your Games folder you created on your desktop
