How should I check if other rom sites are safe?

As you know, I've been searching for a specific rom that vimm doesn't have, it's a japanese exclusive so they probably wouldn't add it. I have scanned multiple sites that have the rom I'm looking for, there isn't anything wrong when I scan them in virustotal. The thing is, how should I check if the downloads are safe? I don't have a vm so I can't test it. I'm also paranoid about downloading it on my pc. I've heard about coolroms and romsmania having an alternate download but others say that they can be bad dumps and may also be infected.
