Did you check the individual settings for Silent Hill 3? The game has many known issues when emulated according to the wiki. As for tony hawk, the freezing mid-first load is a known issue. Workaround:
Go to Config > Emulation Settings > Speedhacks tab, and disable the "MTVU (Multi-Threaded microVU1)" speedhack.

i had the same problems with driv3r 3 and godfather and Rogue Trooper and someother games i was bummed out lolol
